How to get an invitation

You should write to the email foreigners.pntu.invitations@gmail.com. In response to your request, we will send a sample application and a sample consent to the processing of personal data.
Documents required to receive an invitation to study:

1. Passport (first page);
2. Education document, assessment statement or academic reference;
3. Application of the established sample and selfie with it (sample can be obtained by e-mail after your applying);
4. Consent to the processing of personal data and selfie with it (sample can be obtained by e-mail after your applying).

The agent-firms should conclude an agreement for receiving the invitation. To conclude the agreement between the firms-agents and the National University "Yuri Kondratyuk Poltava Polytechnic" it is necessary to provide the following documents:

1. copies of the constituent documents (the constituent act, the charter, the founding agreement, the provisions, etc.) of the legal entity with the corresponding type of activity, which gives the right to carry out the recruitment for training;
2. a copy of the extract from the Unified State Register of Legal Entities and Individuals - Entrepreneurs;
3. a copy of the passport and registration number of the taxpayer's accounting card (for individuals - entrepreneurs);
4. a copy of the document confirming the registration of the legal entity in the country of its location, legalized in due course (for foreign legal entities);
5. a copy of a document confirming the power of a resident to act on behalf of a non-resident (for example, to enter into contracts on behalf of a non-resident) that entails the non-resident's civil rights and obligations;
6. a reference of the bank on the presence of accounts;
7. an excerpt from the Unified State Register of Legal Entities and Individuals - Entrepreneurs;
8. a copy of the order appointing the persons responsible for providing recruitment services as candidates for training and documents confirming the competence of such persons.

To be admitted to the educational institution (National University «Yuri Kondratyuk Poltava Polytechnic») a foreigner must submit the following documents:

1. original and copy of the invitation letter to study at National University «Yuri Kondratyuk Poltava Polytechnic» (or original letter non-objection letter of other educational institution of Ukraine, inviting a foreigner to for study in Ukraine);
2. standard questionnaire (filled at the University);
3. standard application form (filled at the University);
4. valid international passport with type "D" visa and three copies of all filled the passport pages;
5. notarized Ukrainian translation of the international passport (original and three copies);
6. original and certificate on the complete secondary education (or on basic higher education) together with the transcripts;
7. notarized translation at the education certificate and the transcripts (original and copy);
8. foreign students foundation course certificate (if any), issued by a higher education institution of Ukraine;
9. original birth certificate and it’s notarized translation (original and copy);
10. medical health declaration, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;
11. medical health declaration of HIV infection and AIDS absence, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;
12. contract of voluntary medical insurance offered to foreigners temporarily staying in Ukraine;
13. contract of liability insurance for reimbursement expenses connected with a foreign citizen's deportation from Ukraine;
14. return-ticket copy with an open date of departure;
15. 12 photos sized 35 x 45 mm;
16. foreign Ukrainian's certificate copy (if any).

To organize remote enrolment of foreign citizens for higher education, the educational institution enters into an agreement with a partner organization that is a resident of the country of origin of the prospective students.

• The subject of the agreement should be the provision of services in personal identification, verification of entrants’ original documents, organization of application reception for entrants in electronic form, provision of premises and technical means for consultations and entrance examinations by higher education institutions in remote format.

Ukrainian educational institutions can conclude agreements with organizations that meet the following requirements:

• Compliance of the premises area for remote submission of documents, consultations and entrance tests with the established norms of quarantine restrictions in the country where recruitment is carried out;
• Providing entrants with personal protective equipment;
• Ensuring the procedure of entrants’ identification using facial recognition technologies, which includes verification of personal data (surname, patronymic (if available)), biometric data and their verification with the official (state) database;
• Ensuring control of compliance with the requirements of integrity during the entrance exam for foreigners;
• Providing a place to store the entrants' phones, tablets and other electronic devices confiscated during the entrance examination;
• Providing a device for suppressing cellular and Internet networks;
• Ensuring video surveillance around the perimeter of the auditorium where the entrance exam for foreigners takes place by installing at least two video cameras;
• Providing technical equipment for video communication with the examination commission of the educational institution in real time (computer, video camera, microphone, TV or projector with a screen);
• Presence in the auditorium of at least two employees to monitor compliance with the requirements of academic integrity and technical support during the entrance exam for foreigners;
• Providing all entrants with individual computers connected to the online platform of the institution, which will be used to hold the entrance exam for foreigners;
• Providing consultations and trainings before the entrance exam for foreigners so they can get acquainted with its rules in the remote form and the use of the online platform;
• Ensuring video recordings of the entrance exams, transfer of video materials to the educational institution through the online platform, storage of information and video materials after the entrance exam for foreigners for five years at the partner organization.

Education and science, as the main achievements of civilization, are beyond this limit, so Ukraine and the whole civilized world are making step-by-step irreversible decisions to completely terminate all relations and cooperation with the aggressor country, including in education and science.

In accordance with the resolution of the Cabinet of Ministers of Ukraine of March 24, 2022 "On the denunciation of the Agreements in the field of education and science with the Russian Federation", the following documents were terminated:

• Agreement between the Government of Ukraine and the Government of the Russian Federation on Cooperation in the Field of Culture, Science and Education, done at Moscow on July 26, 1995;
• Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on Mutual Recognition and Equivalence of Documents on Education and Academic Titles, done in Moscow on May 26, 2000;
• Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on cooperation in the field of attestation of scientific and scientific- pedagogical staff of the highest qualification, made in Kharkiv on June 21, 2002.

Thus, there are no legal grounds for cooperation between Ukraine and the aggressor country in the field of culture, education and science, mutual recognition of educational documents and academic titles issued and awarded by the Russian Federation, certification of scientific and scientific-pedagogical staff as well as prospects for cooperation within the framework of bilateral agreements.

On April 9, 2022, the Cabinet of Ministers of Ukraine decided to terminate international agreements in the field of education and science with the Republic of Belarus. In particular, the following international documents were denounced:

• Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on mutual recognition and equivalence of documents on education and academic titles;
• Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on cooperation in the field of certification of scientific and scientific-pedagogical staff of the highest qualification;
• Agreement between the Government of Ukraine and the Government of the Republic of Belarus on cooperation in science and technology.

The support of the unprecedented large-scale war of the Russian Federation against Ukraine by the Republic of Belarus makes it impossible for these and any other agreements with the allies of the enemy of our state and the entire civilized world to take effect.

To be valid in Ukraine (for employment or continuing education purposes), a foreign educational document you need make recognition procedure. This means establishing the compliance of the academic and professional rights, as well as the educational and qualification levels indicated in foreign educational documents (qualifications) with the national education standards of Ukraine.

The Ukrainian procedure for the recognition of educational documents issued by educational institutions in other countries consists of the following steps:

1. Authenticity verification of any foreign educational documents submitted for recognition; that is, verification of the fact of completed education and issue of the educational document.

If your documents bear Apostille stamps or proof of their consular legalization, this is considered sufficient for confirming their authenticity. In this case, your documents do not require the verification of the fact of their issue, which makes the recognition procedure significantly faster. But you have a choice: you may either certify your documents in accordance with international law or entrust their verification to the staff of our Center.

2. Verification of the official recognition of the educational institution that issued the education-confirming document; that is, checking for the certificate of state accreditation issued to this educational institution and its license effective as of the moment of issue of this educational document to you.

3. Establishment of the equivalency of the qualifications indicated in the foreign educational document in accordance with the requirements for educational and qualification levels in the education system of Ukraine (carried out with the involvement of appropriate expert commissions for respective qualifications).

The expert examination means collating the curricula in terms of content and scope. This work is performed by a Ukrainian educational institution accredited for the same qualification as that indicated in the applicant’s diploma. If there is no such qualification in Ukraine, the one that is most similar is selected in this case.

Thus, the result of the recognition procedure may be:

Recognition, based on which a Certificate of recognition of foreign educational documents are issued.

If the additional conditions are defined for recognition the owner's educational documents qualification (i.e. additional study, competency testing or other actions, non-completion of which prevents further education or employment in the specialization area in Ukraine) the applicant is sent appropriate reply.

In the event of provisional recognition, the holder of the submitted educational documents is required to pass examinations in the subjects specified by the experts. You are free to choose an institution of higher learning for your tests. Once you have done this, the Center will help you arrange for the examination at the chosen educational institution. The time of the document recognition procedure in this case is prolonged accordingly pending the Center’s receipt of the positive test results.

Refusal to recognize the qualification level indicated in the document, with the qualification level possible for recognition specified.

As a result of the recognition procedure, the holder of foreign educational documents receives a certificate confirming the right to continue his/her education or work in his/her specialization area in Ukraine.

The Apostille is a legal regime of recognition of the legal validity of documents to be used abroad. The Apostille came as an alternative and universal certification procedure for documents, issued in one country, but beyond its borders. In contrast to the consular legalization, the Apostille certification requires less time and an apostilized document may be used in more than one country.

If you are going to another country for study, work, or permanent residence, you may need to take with you the documents certifying the education that you have obtained in Ukraine. To make your documents valid abroad, they are required to undergo the procedure of consular legalization or apostilization, unless our countries are in an agreement abolishing or simplifying the document legalization procedure. For details see the section List of Countries recognizing the Apostille certification.

Which bodies in Ukraine are authorized to issue Apostilles?

In Ukraine, the bodies authorized to issue Apostilles are the Ministry of Education and Science of Ukraine, Ministry of Justice, and Ministry of Foreign Affairs.

The Ministry of Education and Science of Ukraine is authorized to affix an Apostille to public documents related to the areas of science and education.

The Apostille certifies the authenticity of the signature of the person who singed the document, as well as the authenticity of the seal and stamp complimenting the signature.

The Apostille is a stamp measuring at least 10х10 cm, affixed either to the document or a separate special page bound to the document.

The Ministry of Education and Science of Ukraine affixes Apostilles to documents confirming education and academic degrees awarded by educational establishments, government bodies, enterprises, institutions, and organizations. Such documents are high school certificates, diplomas and appendices to them, academic statements and curricula, professional advancement program completion certificates and statements, academic degree diplomas and certificates and the like. For details see the List approved by the Cabinet of Ministers of Ukraine.

Please note that such documents are required to meet the state specimens valid in Ukraine at the time of document issue.

Apostilles can be issued for original education confirming documents only. Copies will not be accepted for apostilization.

In addition, a document will not be accepted for processing if:

• this document is intended for use in a country that has not joined the Hague Convention or is a Convention member which voted against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
• the text of the document is illegible due to document mutilation;
• the document is written or signed in pencil or is a fax copy;
• the document contains unspecified corrections or text additions;
• the apostilization of the given document is not within the powers of the Ministry of Education and Science of Ukraine;
• the document, specifically the archive statement, curriculum, academic statement does not have the signature of the principal or vice principal of the educational establishment and not certified with the official seal;
• the Ministry of Education and Science of Ukraine has failed to obtain the specimens of the corresponding signatures, seals and/or stamps to be able to confirm the fact of issue of the education confirming document;
• the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational establishment or institution.

What does «apostille with request / without request» mean?

Request means obtaining additional information from the institution that issued the specific document. The need for a request is determined only by specialists during the direct acquaintance with the documents.

Am I required to submit for apostilization my high school certificate and its supplement (diploma, qualification certificate etc)?

The graduation document and the supplement to it are two different documents. You may submit for apostilization your high school certificate (diploma, qualification certificate) alone or together with its supplement. The need for you to apostilize the supplement depends on the specific country and the purpose of your visit. You are advised to find out this information at the embassy of this country or contact the educational institution where you are going to study for this purpose. Please note that you will not be able to apostilize the supplement to a document without apostilizing the document itself.

I have already had the Apostille stamp from the Ministry of Education and Science, Youth and Sports of Ukraine on my diploma (high school or qualification certificate etc). Now I need to apostillize the supplement to it. Is it possible?

Yes, the supplement to an education confirming document is a separate document, and you may submit it separately. But you are advised to bring along the education confirming document to have it when submitting the supplement for apostilization. In some cases this may shorten the time to be taken to consider and process your documents.

Consular legalization of official documents is a procedure of confirming the authenticity of the originals of official documents or certifying the authenticity of signatures of officials authorized to certify signatures on documents, as well as the validity of imprints of stamps, seals, which are attached to the document. The consul is not responsible for the content of the document.

Legalization of the document in the prescribed manner gives it the right to exist in international circulation.

Not subject to legalization:

• documents and acts that contradict the legislation of Ukraine or may in their content harm the interests of Ukraine, or contain information that defames the honor and dignity of citizens;

• originals, copies and photocopies of passports, military tickets, work books, correspondence documents, weapons permits, vehicle registration certificates (technical passports), driver's licenses, identity cards, regulations and explanations regarding their application;

• documents issued by bodies and officials in excess of their authority.

In case of doubt that the submitted documents comply with the laws of Ukraine or the host country, the consular officer has the right to apply to the competent authorities of the relevant state or to the relevant authorities in Ukraine for an official explanation.

When submitting official documents for consular legalization:

• individuals submit an identity document and an application for consular legalization;

• legal entities submit a letter of appeal for consular legalization.

The consular fee is charged for consular legalization.

The originals of documents on education of the international standard are legalized accompanied by the letter-address of the higher educational institution which has issued the documents certified in the ministry which supervises the corresponding educational institution;

Once legalized in the Consular Section, official documents must be certified by the diplomatic mission of the country where they will be used.

The Department of Consular Service legalizes official documents, except for commercial documents, drawn up and certified on the territory of foreign states by public authorities authorized to confirm their validity, and intended for use in Ukraine subject to certification by the Ministry of Foreign Affairs and its diplomatic mission in Ukraine. in the prescribed manner.

Importantly:

Consular fees for legalization on normal procedure (5 working days or more) shall be paid directly in the bank office located in the Ministry of Foreign Affairs of Ukraine, upon documents subjects to legalization have been handed in:

• 150 UAH for documents of private persons;

• 4500 UAH for documents of legal entities.

In case of legalization on urgent procedure (up to 5 working days) the double consular fee is to be paid.

Tariffs for consular fees are set in accordance with the Regulations on Consular Fees of Ukraine.

Within the structure of the National University «Yuri Kondratyuk Poltava Polytechnic», there is a preparatory department, where a preparatory department for foreign citizens operates. The preparatory department provides purposeful language training for foreign citizens and training in general subjects in order to ensure successful study at the National University "Yuri Kondratyuk Poltava Polytechnic" and other higher education institutions of Ukraine. All teachers have a basic pedagogical education, as well as extensive experience with foreign students. The educational process at the preparatory department covers classroom, practical classes, independent work of students, individual lessons, weekly consultations. DISCIPLES OF THE COURSE:

Start of study – September 1 of the current year, depending on the set of groups and is carried out throughout the calendar year. List of necessary documents to confirm the education document in Turkmenistan

4. A copy of the diploma translated into Turkmen language and certified by a notary in 2 copies;

5. A copy of the appendix to the diploma, indicating the subjects, volume of the educational process and estimates for each subject, translated into Turkmen language and notarized - 2 copies;

6. Copy of the passport (and foreign) of Turkmen citizen (all pages) - in 2 copies.

7. Folder with files.

At submission of documents it is necessary to present the originals of all documents.

If necessary, the commission of the Ministry of Education of Turkmenistan has the right to require citizens of Turkmenistan to clarify the details of studying abroad.
