Foreigners are enrolled for study using the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Who Are Willing to Study in Professional (Vocational), Professional Pre-Higher and Higher Education Institutions of Ukraine (hereinafter referred to as the Unified System).
An electronic invitation to study issued by means of the Unified System is valid for no more than six months from the date of affixing a qualified electronic seal of a vocational (vocational-technical), professional pre-higher, higher education institution or a qualified electronic signature of a vocational (vocational-technical), professional pre-higher, higher education institution authorised person.
An invitation to study issued by means of the Automated System “Electronic Journal” of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine remains valid until April 1, 2025 inclusive.
Foreigners who have received an electronic invitation to study, have received a range of information and consulting support services (in case of receiving an invitation to study through the Automated System “Electronic Journal” of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine), and have completed the procedure for legalizing educational documents in the country of issue: legalized in the Ministry of Foreign Affairs of the country that issued the educational document; legalized in the consulate.
In order to arrange remote enrollment of foreigners for higher education and for the purpose of studying under the programs of the preparatory department (subdivision), the university conducts identification of the person and entrance examinations in a remote format with their video recording (including from the screen of the applicant's device). The video recording of the entrance examination is stored after the entrance examination for foreigners for five years at the educational institution, and a link to this recording is entered into the Unified Database.
In the case of remote admission, the foreigner sends legalized and notarized copies of documents on previous education to the educational institution by e-mail. When crossing the state border of Ukraine for the first time and upon arrival at the educational institution, the foreigner shall hand over the original documents in person.
An invitation to study at the University is issued electronically through the Unified System with the submission of the following documents:
- a document on the degree (level) of education obtained by a foreigner abroad, on the basis of which the admission is carried out, and an annex to it (if the presence of an annex is provided for by the legislation of the origin country of the document);
- an academic certificate issued by a foreign/Ukrainian institution of vocational (vocational-technical), professional pre-higher, higher education (in case of transfer or renewal of studies starting from the second year);
- a passport document of a foreigner or a document certifying a stateless person;
- a color digitized image of a person's face.
Documents for invitations are submitted through the website of the Ministry of Education and Science of Ukraine https://apply.studyinukraine.gov.ua/home.
Foreigners may be admitted to study in person and/or remotely.
Documents for admission from foreigners are accepted in paper form or in accordance with the procedure for remote admission of foreign citizens.
For admission or renewal to the University, foreigners personally submit the following documents (translated into Ukrainian):
1) an invitation to study at the University (or the original letter of non-objection from another educational institution of Ukraine, at the invitation of which the foreigner came to study in Ukraine);
2) a questionnaire of the established form;
3) an application of the established form;
4) a valid passport with a type D visa and a photocopy of all filled pages of the passport, for countries with a visa-free regime - copies of all pages of the passport;
5) a notarized translation of the passport from all languages in which it is written into Ukrainian;
6) the original document on complete general secondary education or basic higher education, as well as supplements to the document on education containing information on academic achievement in academic disciplines. Educational documents must be apostilled or legalized in accordance with applicable law;
7) a notarized translation of the educational document and its supplement into Ukrainian (original and photocopy);
8) if available, a certificate of completion the preparatory department for foreigners of higher educational institutions of Ukraine and a photocopy thereof;
9) a voluntary health insurance contract for foreigners temporarily residing in Ukraine (to be executed in Ukraine);
10) 12 photos measuring 3.5 x 4.5 cm.
In order to obtain a temporary residence permit, foreigners and stateless persons submit the following documents to the State Migration Service of Ukraine:
1) the original notarized translation of the passport document into Ukrainian.
2) copies of all passport pages.
3) a valid health insurance policy for the entire period of study.
4) documents confirming the fact of education.
Documents on education issued abroad must be certified and legalized in accordance with the established procedure, unless otherwise provided by international agreements of Ukraine. Citizens of countries that are parties to the Convention Abolishing the Requirement of Legalization of Foreign Public Documents (The Hague, 1961) are exempted from legalization of these documents with an apostille on them. All documents issued in foreign countries must be submitted with an officially certified translation into Ukrainian.
When admitting to study persons who submit a document on a degree (level) of education obtained abroad, the procedure for recognizing and establishing the equivalence of the Document is mandatory, which is carried out in accordance with the Procedure for the recognition of degrees of higher education obtained in foreign higher education institutions, approved by the Order of the Ministry of Education and Science of Ukraine dated May 05, 2015 No. 504, registered with the Ministry of Justice of Ukraine on June 27, 2015 under No. 614/ 27059. The procedure for recognizing the Document for the purpose of continuing education is carried out by the State Enterprise “Information and Image Center” of the Ministry of Education and Science of Ukraine before the beginning of the second semester of the first year study of its holder.

To be valid in Ukraine (for employment or continuing education purposes), a foreign educational document you need make recognition procedure. This means establishing the compliance of the academic and professional rights, as well as the educational and qualification levels indicated in foreign educational documents (qualifications) with the national education standards of Ukraine.
The Ukrainian procedure for the recognition of educational documents issued by educational institutions in other countries consists of the following steps:
1. Authenticity verification of any foreign educational documents submitted for recognition; that is, verification of the fact of completed education and issue of the educational document.
If your documents bear Apostille stamps or proof of their consular legalization, this is considered sufficient for confirming their authenticity. In this case, your documents do not require the verification of the fact of their issue, which makes the recognition procedure significantly faster. But you have a choice: you may either certify your documents in accordance with international law or entrust their verification to the staff of our Center.
2. Verification of the official recognition of the educational institution that issued the education-confirming document; that is, checking for the certificate of state accreditation issued to this educational institution and its license effective as of the moment of issue of this educational document to you.
3. Establishment of the equivalency of the qualifications indicated in the foreign educational document in accordance with the requirements for educational and qualification levels in the education system of Ukraine (carried out with the involvement of appropriate expert commissions for respective qualifications).
The expert examination means collating the curricula in terms of content and scope. This work is performed by a Ukrainian educational institution accredited for the same qualification as that indicated in the applicant’s diploma. If there is no such qualification in Ukraine, the one that is most similar is selected in this case.
Thus, the result of the recognition procedure may be:
Recognition, based on which a Certificate of recognition of foreign educational documents are issued.
If the additional conditions are defined for recognition the owner's educational documents qualification (i.e. additional study, competency testing or other actions, non-completion of which prevents further education or employment in the specialization area in Ukraine) the applicant is sent appropriate reply.
In the event of provisional recognition, the holder of the submitted educational documents is required to pass examinations in the subjects specified by the experts. You are free to choose an institution of higher learning for your tests. Once you have done this, the Center will help you arrange for the examination at the chosen educational institution. The time of the document recognition procedure in this case is prolonged accordingly pending the Center’s receipt of the positive test results.
Refusal to recognize the qualification level indicated in the document, with the qualification level possible for recognition specified.
As a result of the recognition procedure, the holder of foreign educational documents receives a certificate confirming the right to continue his/her education or work in his/her specialization area in Ukraine.

The Apostille is a legal regime of recognition of the legal validity of documents to be used abroad. The Apostille came as an alternative and universal certification procedure for documents, issued in one country, but beyond its borders. In contrast to the consular legalization, the Apostille certification requires less time and an apostilized document may be used in more than one country.
If you are going to another country for study, work, or permanent residence, you may need to take with you the documents certifying the education that you have obtained in Ukraine. To make your documents valid abroad, they are required to undergo the procedure of consular legalization or apostilization, unless our countries are in an agreement abolishing or simplifying the document legalization procedure. For details see the section List of Countries recognizing the Apostille certification.
Which bodies in Ukraine are authorized to issue Apostilles?
In Ukraine, the bodies authorized to issue Apostilles are the Ministry of Education and Science of Ukraine, Ministry of Justice, and Ministry of Foreign Affairs.
The Ministry of Education and Science of Ukraine is authorized to affix an Apostille to public documents related to the areas of science and education.
The Apostille certifies the authenticity of the signature of the person who singed the document, as well as the authenticity of the seal and stamp complimenting the signature.
The Apostille is a stamp measuring at least 10х10 cm, affixed either to the document or a separate special page bound to the document.
The Ministry of Education and Science of Ukraine affixes Apostilles to documents confirming education and academic degrees awarded by educational establishments, government bodies, enterprises, institutions, and organizations. Such documents are high school certificates, diplomas and appendices to them, academic statements and curricula, professional advancement program completion certificates and statements, academic degree diplomas and certificates and the like. For details see the List approved by the Cabinet of Ministers of Ukraine.
Please note that such documents are required to meet the state specimens valid in Ukraine at the time of document issue.
Apostilles can be issued for original education confirming documents only. Copies will not be accepted for apostilization.
In addition, a document will not be accepted for processing if:
- this document is intended for use in a country that has not joined the Hague Convention or is a Convention member which voted against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
- the text of the document is illegible due to document mutilation;
- the document is written or signed in pencil or is a fax copy;
- the document contains unspecified corrections or text additions;
- the apostilization of the given document is not within the powers of the Ministry of Education and Science of Ukraine;
- the document, specifically the archive statement, curriculum, academic statement does not have the signature of the principal or vice principal of the educational establishment and not certified with the official seal;
- the Ministry of Education and Science of Ukraine has failed to obtain the specimens of the corresponding signatures, seals and/or stamps to be able to confirm the fact of issue of the education confirming document;
- the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational establishment or institution.
What does «apostille with request / without request» mean?
Request means obtaining additional information from the institution that issued the specific document. The need for a request is determined only by specialists during the direct acquaintance with the documents.
Am I required to submit for apostilization my high school certificate and its supplement (diploma, qualification certificate etc)?
The graduation document and the supplement to it are two different documents. You may submit for apostilization your high school certificate (diploma, qualification certificate) alone or together with its supplement. The need for you to apostilize the supplement depends on the specific country and the purpose of your visit. You are advised to find out this information at the embassy of this country or contact the educational institution where you are going to study for this purpose. Please note that you will not be able to apostilize the supplement to a document without apostilizing the document itself.
I have already had the Apostille stamp from the Ministry of Education and Science, Youth and Sports of Ukraine on my diploma (high school or qualification certificate etc). Now I need to apostillize the supplement to it. Is it possible?
Yes, the supplement to an education confirming document is a separate document, and you may submit it separately. But you are advised to bring along the education confirming document to have it when submitting the supplement for apostilization. In some cases this may shorten the time to be taken to consider and process your documents.

Consular legalization of official documents is a procedure of confirming the authenticity of the originals of official documents or certifying the authenticity of signatures of officials authorized to certify signatures on documents, as well as the validity of imprints of stamps, seals, which are attached to the document. The consul is not responsible for the content of the document.
Legalization of the document in the prescribed manner gives it the right to exist in international circulation.
Not subject to legalization:
-
documents and acts that contradict the legislation of Ukraine or may in their content harm the interests of Ukraine, or contain information that defames the honor and dignity of citizens;
-
originals, copies and photocopies of passports, military tickets, work books, correspondence documents, weapons permits, vehicle registration certificates (technical passports), driver's licenses, identity cards, regulations and explanations regarding their application;
-
documents issued by bodies and officials in excess of their authority.
In case of doubt that the submitted documents comply with the laws of Ukraine or the host country, the consular officer has the right to apply to the competent authorities of the relevant state or to the relevant authorities in Ukraine for an official explanation.
When submitting official documents for consular legalization:
-
individuals submit an identity document and an application for consular legalization;
-
legal entities submit a letter of appeal for consular legalization.
The consular fee is charged for consular legalization.
The originals of documents on education of the international standard are legalized accompanied by the letter-address of the higher educational institution which has issued the documents certified in the ministry which supervises the corresponding educational institution;
Once legalized in the Consular Section, official documents must be certified by the diplomatic mission of the country where they will be used.
The Department of Consular Service legalizes official documents, except for commercial documents, drawn up and certified on the territory of foreign states by public authorities authorized to confirm their validity, and intended for use in Ukraine subject to certification by the Ministry of Foreign Affairs and its diplomatic mission in Ukraine. in the prescribed manner.
Importantly:
Consular fees for legalization on normal procedure (5 working days or more) shall be paid directly in the bank office located in the Ministry of Foreign Affairs of Ukraine, upon documents subjects to legalization have been handed in:

4500 UAH for documents of legal entities.
In case of legalization on urgent procedure (up to 5 working days) the double consular fee is to be paid.

Within the structure of the National University «Yuri Kondratyuk Poltava Polytechnic», there is a preparatory department, where a preparatory department for foreign citizens operates. The preparatory department provides purposeful language training for foreign citizens and training in general subjects in order to ensure successful study at the National University "Yuri Kondratyuk Poltava Polytechnic" and other higher education institutions of Ukraine. To be admitted to PhD Department of National University «Yuri Kondratyuk Poltava Polytechnic» a foreigner must submit the following documents:
- original and copy of the invitation letter to study at National University «Yuri Kondratyuk Poltava Polytechnic» (or original letter non-objection letter of other educational institution of Ukraine, inviting a foreigner to for study in Ukraine);
- standard questionnaire (filled in at the University);
- standard application form (filled in at the University);
- valid international passport with type "D" visa and three copies of all filled the passport pages;
- notarized Ukrainian translation of the international passport (original and three copies);
- original and certificate on the complete secondary education (or on basic higher education) together with the transcripts;
- notarized translation at the education certificate and the transcripts (original and copy);
- foreign students foundation course certificate (if any), issued by a higher education institution of Ukraine;
- medical health declaration, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;
- medical health declaration of HIV infection and AIDS absence, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;
- contract of voluntary medical insurance offered to foreigners temporarily staying in Ukraine;
- contract of liability insurance for reimbursement expenses connected with a foreign citizen's deportation from Ukraine;
- 12 photos sized 35 x 45 mm.
